01Designation
A BOC-3 designates agents for service of process in each state and the District of Columbia. It is a prerequisite of an FMCSA operating-authority grant.
02Blanket filing requirement
The designation must be filed by a process agent or blanket company, not by the carrier it covers. This is the operative constraint, and the reason a filing service exists for a single form.
03Duration
Indefinite, until agents are changed. No annual renewal and no recurring fee — the principal practical distinction from UCR.
| UCR applicability | Which operations are in scope: carriers, brokers, forwarders, leasing companies, and the zero-vehicle cases. |
|---|---|
| UCR fee schedule | Six brackets by power-unit count, each with one all-in total for the registration year. |
| Power-unit counting methodology | Method A: the latest MCS-150. Method B: the twelve-month measuring period. Definitions and edge cases. |
