Filing
DefinitionA BOC-3 designates process agents to receive legal documents for a company, as part of the operating-authority process.
ApplicabilityApplicants for FMCSA operating authority — for-hire motor carriers, brokers and freight forwarders — generally need a BOC-3 on file before authority can be granted. Contact support before ordering if the position is unclear.
Self-filingFor a motor carrier the BOC-3 is filed by a process agent on the carrier's behalf. Broker and freight-forwarder applicants without commercial motor vehicles may be able to file on their own behalf. This service handles the workflow with blanket process-agent coverage.
Process agentA person or entity within a state authorised to accept service of legal documents on the company's behalf.
CoverageA blanket filing covers all 50 states and the District of Columbia in one designation.
