01Scope
UCR applies to operations engaged in interstate commerce: motor carriers, brokers, freight forwarders and leasing companies. It is administered by the participating states and is separate from USDOT registration and from a BOC-3 designation.
Intrastate operations may still be in scope
The test is the freight, not the vehicle. Goods that have moved, or will move, across a state line place the carriage in interstate commerce even where the vehicle itself does not leave the state.
02Zero-vehicle operations
A broker, freight forwarder or leasing company operating no power units of its own registers at the lowest bracket. A zero count is a price, not an exemption.
03What is issued
A receipt, and a record visible to enforcement. UCR is not a permit, licence or operating authority, and no certificate or credential is issued to carry or display.
| UCR fee schedule | Six brackets by power-unit count, each with one all-in total for the registration year. |
|---|---|
| Power-unit counting methodology | Method A: the latest MCS-150. Method B: the twelve-month measuring period. Definitions and edge cases. |
| UCR and BOC-3: the distinction | Separate obligations, separate authorities, separate frequencies. A row-by-row comparison. |
