Counting rules
- Count power units — trucks, tractors and buses. Trailers are not counted separately.
- A vehicle counts once, however many trips it made.
- Vehicles operated under a long-term lease count for whoever operated them.
- A count of zero does not exempt you from UCR. Brokers, freight forwarders and leasing companies with no vehicles of their own still register, at the lowest fee bracket.
